Default lables

I have formulas with absolute cell references. I want to change these
absolute cell references to LABLES (with constant and non constant values).

Example,
Underserving contacts (non-CSS) 500 ---constant

Under- serving incidents --non-constant
19.90049751
44.776
22.388
17.910

THANK YOU!

You may want to explain this a little further.

I think from the lack of responses, most people are confused.
