Default COMMENTS & protection

There has been a change, so that now I have to turn protection OFF for both
sheet and workbook before I get the option to enter a COMMENT from a cell's
context menu. How can I correct that ?

ToolsProtectionProtect Sheet.

Allow users to: select unlocked cells and Edit Objects.
