Is there a way to have Excel automatically notify me when a date is
approaching or has passed?

You would have to compare "Now()" against the date in question and open
the file that contained it occasionally.

IMHO Excel is the wrong tool for that job. You've already got Task
Scheduler in Windows; schedule it to pop up a reminder on the
appropriate date.
