Default Drop Down List

I need blank drop down list in all cell of a column in a particular range,
which I can get by selecting a blank range. But what I need is that whenever
I enter any word into cell, the drop down list should except that word and
make that word a part of drop down list. For example if I choose blank range
for drop down list it will show nothing but if I enter manually (1) Ar then
(2) Billing it should show these two words.

Default Drop Down List

Just one caveat.

You cannot start with a completely blank list.

You must have something in A1 of the "Lists" sheet.

A <space will do.
