I need to be able to link PDF documents into an excel spreadsheet. This can
be done via a hyperlink, however the end user does not reside on our network
server and cannot retrieve the links. We cannot give read only access to the
server either.

Basically the user wants a sheet showing the projects we are working on and
then be able to click on those projects' totals in a cell to bring up the
invoice for the project (invoice is a pdf document). Since this is an
outside client they don't have access to our server. Any ideas on how to do
this??? Thanks!

What if you Insert - Object - Adobe Acrobat Document in a separate sheet?
Would that work for you?
