Default Importing information which includes non-English characters - jibb

When I import content with non-English text into Excel, it comes out as
jibbrish in Excel. Used to work in XP - is there some bug in Vista (using
Office 2007) that causes this?
Same problem with printing in non-English text - computer sends jibbrish to
the printer, but the printer works (print text from other computer and works
fine). In Word, non-English text appears fine, but doesn't print.

Thoughts?
