Default Date Issue with Microsoft Excel

I have a csv file that I open with MS Excel. It contains a date within it in
the format m/d/yy (e.g. 6/7/36). The date is meant to be 2036 but Excel
translates the date to 1936.

My Regional settings in the Control Panel are set up to include any 2 digit
year to be between 1941 and 2040.

In the Excel Options Settings, on the calculation tab, the 1904 Date System
is not checked off. If it is checked off, all the dates in the file change to
a different date.

Could you let me know what could possibly be done to correct this?
Appreciate your help.
