Default Cell Format for Time

I have a simple worksheet for entering values on specific dates and plotting
them. I am trying to add a column to record the time that the values are
taking but when I format a cell for time, the cell displays 0:00 for all
times entered. The formula line reads 3/10/1902 12:00:00 AM. This occurs
for any number values entered either in a time format or otherwise.

The problem is that you haven't entered a time. In that cell you have a
number 1007; if you want a time, put it in as 10:07 (with a colon).
