Default Excel could not start the e-mail program

Reference: I am using Outlook 2002, SP3 and Excel 2002, SP3.
Outlook is listed as my default email in internet properties and I have run
fixmapi. I have no problem sending and recieving email and have done a
detect
and repair of Office and still have the same problem.

Using the File, Send to, Mail Reciepient feature in excel I recieve the
following error message:

Excel could not start the e-mail program.

Check your network connection. Make sure Office is installed correctly,
your e-mail program is set up correctly, and you can connect to your email
server.

When using the File, Send to, Mail Reciepient (As an attachment)... This
feature works. Not everyone I send a roster out to has excel...so, I just
using the File, Send to, Mail Reciepient method...So, I need this feature to
work...

Any clues on how to fix this. This used to work before I updated to SP3.....
