First off, do you have the Developer tab displayed on the Ribbon? If not,
click the Office button (the large round circle in the upper left corner)
and click Excel Options at the bottom of the panel that appears. Next,
select Popular from the left and listing and put a check mark in the "Show
Developer tab in the Ribbon" check box (3rd item down on the right side in
my edition of Excel) and then click OK.

Click the Developer tab and find the Controls panel. Click the Insert icon
on that panel... the ScrollBar control is in the ActiveX section.
