Default Formatting Bug on Read-Only Excel Files

When I make a workbook read-only and then email it to it's users, the the
formatting inside the charts data tables is lost (changed from "Currency" or
"Percentage" back to "General"). I'm using Excel 2003.

Any idea on how to fix this?
