Default How do I lock down the options settings?

I want to keep the options -- e.g., # of recent files opened, # of sheets in
a new workbook -- unchanged. However, when I open spreadsheets, Word docs,
etc., from other users, these kinds of options often get changed. It seems
that the options come along with documents, instead of residing locally on my
machine. How can I prevent this?
