I agree with you that it is strange that it not display this Tip

The set for the workbook is different because if you have different windows open
of the workbook you can close the active one with this set.
If you have one window it will do the same as the top close button

When you open an Excel 2007 workbook there are 2 sets of border icons.
One set allows you to minimise, maximise or close the workbook. The
other set should do the same for the application but the close icon does
not work - it just closes the active workbook. Is there somewhere errors
like this can be reported? It seems silly if they designed it that way -

to close the application?

(I know I can do it with Alt-F4 but that can be dangerous if you have
