Default Excel 2007 - Colour/Margin etc ghosted out (not useable)

Hi,

We have recently upgraded several computers from Excel 03 to Excel 07. At
the top of the page some users are unable to colour their cells as the button
to do this is ghosted out (unclickable). Is there a simple way to resolve
this issue?

Some staff like to colour the cells to indicate sections of their sales
forecasts etc, not having this feature is starting to frustrate them as they
are no longer able to highlight sections.

Anyone out there who can help? I would be very greatful!
