Default Opening XLXS files

I'm running Vista with Office 2003. My co-worker recently started saving
files in the 2007 format (.xlxs) and I cannot open them, even though I have
loaded the converter pack from MS that I thought would allow me to do this.
What else should I try?

Are you sure you have this download installed?

If yes, it should work, or at least it does for me.
