Default send attachment as read only

How do I send as an attachment an Excel spreadsheet as 'Read-only'?
The workbook is saved in our s-drive as 'read only' but when I attach the
workbook to a word document and send it (via e-mail) to colleagues they can
access the workbook as normal and make changes to the data.
The spreadsheet is required to be included in Newsflash - which is in the
form of a word document.

What lot of people do in a similar situation is to print to a PDF file and
send the PDF file instead of the actual excel file. Is this perfect? of
course not. Like most things like it, it reduces accidents and helps keep
honest people honest.
