Default Number Formats

2003 Excel - I have imported data into a file and want to create a lookup
formulae that will return a description when matching two numbers. The
numbers do not appear to be in the same format and therefore the lookup
formulae is not working. I have tried changing formats but nothing seems to
be working. Any help appreciated
