Default Formula bar obscures top of column letters

This is really strange. I'm using Office 2007 with WXPPro. At some point I
noticed that the tope of all my column letters (A, B, C...) are patially
covered by the formula bar. If I pick the option to not show the formula bar
everything looks good with my columns, but then of course I don't have the
formula bar or name box which is a bigger problem. Is this a bug or is there
some setting that allows me to tell the formula bar not to cover the column
tops?
One other thought: No matter how big or small the formula bar the tops of
my column letters are still chopped off.
