Default Multiple "IFAND"

try:

=IF(AND(J4=high_cost_limit,E4=0,G4=0),"High",IF(A ND(J4=high_cost_limit,OR(E4<0,G4<0)),"High_Unfi nished","Low"))

a further simplification if E4 and G4 will not have different signs
=IF(J4=high_cost_limit.if(E4+G4=0,"High","High_Un finished"),"Low"))
