Default Charts-Target Lines

I have made a chart with past sales for data. I want to put two lines across
my chart horizontally that show an old target of 110 000 and a new target of
150 000. These lines need to be labelled and linked to a cell so that when
the targets are changed, the target lines move accordingly on the chart. Any
help is appreciated.
