Default Step cost models in Excel

Help, I have been trying to build an electric tariff rate calculator in
Excel. I have tried using conditional formulas, arrays. Separate columns,
at a loss. can anyone give me a suggestion? It should be simple to generate
a rate spreadsheet to compare different electric rates.

Need more information, like where the data is coming from, where it will be
stored, what is the calculation etc to get started.

Default Step cost models in Excel

The tariff is based on different prices as usage increase for both generation
and distribution, the changes occur at different levels increase in steps.
