Default Step cost models in Excel

Help, I have been trying to build an electric tariff rate calculator in
Excel. I have tried using conditional formulas, arrays. Separate columns,
at a loss. can anyone give me a suggestion? It should be simple to generate
a rate spreadsheet to compare different electric rates.
