Default Excel number format

I am using Excel 2003. When I enter a number into a cell, it automatically
divides by 100 and displays in this format. eg 23 displays as 0.23. I have
formatted the cells as general format.

Try,

Tools|options|edit

uncheck fixed decimal places.

Tools/ Options/ Edit:
Unset "Fixed decimal places".
