Default drop-down list icon

Is there a way make the drop-down list icon (from Data-Validation) remain
visible without selecting the cell; in the same manner a combo box can always
be seen?

No, only the active cell can have the data validation arrow visible.
Perhaps you could colour the cells to highlight them, or add comments to
the cells to mark them.
