Default Quote "number count"

Hello, I am trying to set up a quote page. i would like to have an individual
number for every quote that i give. the only time i want this number progress
to next available is when i either click save or when i change something on a
page to an existing quote that number must stay same. can someone please
point me to a tutorial. i don't even know what they would call this. or is
there a template available. thankyou in advance.
