Default Formatting one cell based on the contents of another

Hi,

I have problem with refreshing the screen, every time I change a cell's
value I have to switch to another tab or scroll the screen otherwise screen
wouldn't get updated, this is just in 2007 version I didn't have it on 2003,
can anyone please tell me how to fix it?

by the way I don't have any problems with the formulas, the problem is just
about refreshing the format of the cells (things like the text's colors and
its borders).
