Default Date Format Changes

Hello and thanks in advance. I have a situation where I enter the Date
format as
06/07/07. Then the next or a couple of days later I open the file and the
Date format has changed ex: 06/07/2007. Is happens on evey file that I have
with the date format in the sheet. I did try one thing so far, which was to
change the Date format in the Control Panel, Regional Settings for the "Short
Date" format to xx/xx/xx instead of xx/xx/xxxx.

Any links or feedback would be greatly appreciated.
