Default How to transfer Vista Excel file to Windows XP?

There is no such thing as a Vista Excel file, an Excel file on XP has the
same format as one on Vista. If you are talking about Office 2007 then you
can go to Microsoft and download a converter do a Google search for "Excel
2007 converter"
