Default I would like to insert a ruler across the top and side of my scree

This seems like it should be simple but I can't find it

Barb,

There isn't one. You could make one with the Drawing toolbar. If it's
linear measurement (such as inches or cm), you're interested in, a ruler
would apply only to printing, not the screen, since the screen can be zoomed
up or down, different size monitors can be used, and the monitor resolution
changed, all affecting the physical size of the stuff displayed.
