When I double click a file (File Type is File) that does not have an
association or extension of excel (.xls), it does not provide me the Text
Import Wizard dialog box. It automatically import the file but the data look
messy. The weird thing is when I start the excel program and open the file,
it provide me the Text Import Wizard dialog box. How would I make it so when
I double click the file it would provide me the Text Import Wizard dialog box
and not automatically import it.

I'm not sure that you'll find an answer for this.

But after the file is brought into excel (as one column), you can select that
column and do Data|Text to columns.
