How do I format a cell where I can have a number in the upper left corner and
another number in the lower right hand corner and a solid line from the upper
right hand corner to the lower left hand corner.

You cannot format a cell in that manner in Excel.
The best you can do is use forward or backward slash
and possibly superscript and subscript for TEXT data.

You can generate a picture and lock that to the cell
not efficient.

As a workaround you could place a border on the cell with a diagonal border line
across it.

Then manipulate the placement of numbers with spaces to get the appearance you
want.

Too much work in my estimation.
