I have the problem that when I work in an English version of Office on a
Spanish Windows machine the millions separator is not present. I only get the
period for the decimal separator and the first comma for the thousands
separator, but from the millions on up there are now comma separators. Any
ideas

Excel doesn't know about a millions separator. AFAIK (I might be wrong!), Spanish (and not even all the variants of it) is the
only language having a millions separator that differs from the thousands separator.
