Default Set the number of characters in a column

Is it possible to format an Excel column for "fixed number of characters"
(including spaces) or something similar so that any entry in the column
automatically adopts that number of characters - eg 124 becomes space space
space 124 etc etc,
& so that when you concatenate 2 adjacent columns, the spaces prior to the
numbers in each cell get included in the concatenated cell rather than
omitted ?
