Default selected items flash

When selecting a cell, chart or whatever it starts to flash.
Black and white.
This instead of just framing the selected cell.

How can I change this?

Get rid of the macro that someone put in the workbook!

But there are no macros. And not just in this workbook.
Same problem in all of them, new or saved.
