Default DROPDOWN/DROPUP?

It dropped UP because you were near the bottom of the window. Excel was
smart enough to figure out it couldn't show the entire list in the normal
fashion, so it Popped'Up' instead of Dropping'Down'. I don't know of a way
to force this behavior - and since forcing up would kind of mess up display
of lists near the top of the window, you're probably better off leaving
things as is.

P.S. - please consider turning off the CAPS key - besides (just like all
non-caps without punctuation) making it difficult to read, it is generally
considered to be SHOUTING! and somewhat rude.
