Default Maintain cell formatting in target cell when using Paste

Is there an Excel setting to prevent copied cells from changing the cell
format in the target cells? or in other words... is there a setting to
always treat Paste as if Paste Special | values had been used?

..

You can enable the "show paste options button" in ToolsOptionsEdit.

After pasting, click on the button and check the option "match destination
formatting"
