Default Problem copying a formula in Excel 2003

My company recently upgraded to Excel 2003, SP2. I created a spreadsheet for
a co-worker with some example formulas and gave her instructions on how to
copy the formulas to the correct locations on a new spreadsheet she would
create.

She imports text files once a month and these formulas do some analysis of
that text.

When she tries to copy from my spreadsheet to hers she gets the current
value of the example formula instead of the formula itself. Its as if she
were doing a Paste Special and choosing Values.

While working with her I did try to do a Paste Special, intending to choose
Formulas, and instead of getting the normal dialog box I got the one youd
expect if you were pasting from another program, like Word. Yet shes using
the spreadsheet I sent her in Outlook.

If she manually types a formula in her spreadsheet it works fine. I had her
create a brand new empty spreadsheet and try to copy my formula with no
luck, again she gets just the current value.

I worked with her over Netmeeting so I could see what she was doing, did it
myself over netmeeting, taking control of her desktop, same result.

Ive tried to re-create the problem on my PC and cant. Ive tried every
combination I can think of for both the original and new spreadsheet (saving
under different formats, making them read only, etc). Im stumped, anyone
have any ideas?
