You have at least a couple options:

Examples:
B3: =TEXT(ROW()-2,"000-1")
Copy down as far as you need

OR....
A1:A216 contains the series 1 through 216
Select that range...
Then...From the Excel main menu:
<format<cells<number tab
Categor: Custom
Type: 000-1
Click [OK]

Is that something you can work with?
