It means you have one or more sections of merged cells in the sort area.
When you get the error message click on "Show help" to get a couple of suggestions. Merged cells cause no end of problems with sorting, copying, pasting, filtering and a host of other functions I can't remember off-hand. My suggestion.....find the merged cells and un-merge them. CTRL + a(twice in 2003) and FormatCellsAlignment. Uncheck the "merge cells" option.
