Default File menu missing in Excel

One of my users has just reported that her copy of Excel 2003 no longer
has a File menu. There's the Excel graphic, then Edit, View, Insert and
so on- but File is missing. Command buttons accessing the stuff from
the File menu work just fine, but there is no File menu whatsoever.

She was having some trouble closing files earlier and rebooted her
computer, and when she restarted Excel 2003, the File menu was missing.
Nothing else.

Any word on what to do now?
