Does Excel have anything like a notepad or such that appears on the screen
and follows when you page down the page that would allow you to take notes
about data on a spreadsheet?

Actually it doesn't. But one alternative would be to "divide" (window
divide) the screen to keep a space that wouldn't move as you roll up or down
your sheet.
