Default Are Input masks available in Excel?

I am trying to find a way to "force" users to enter a phone number in
999-999-9999 format. Limiting their entry to 12 characters as well. Is there
an easy way to do this?

Additionally, is it possible to make such a field required. Preventing a
user from saving the workbook unless this cell is completed?
