Al-F11
Ctrl G
Type "Commandbars(1).Enabled = True" without the quotes and press Enter in the Immediate window

Alt Q to go back to Excel

If you are missing controls you can also use this
Commandbars(1).Reset

Default Office Excel

Right-click where the menus used to be.
Then go way down and pick Customize...
Then click the Toolbars tab
Then go way down and check Worksheet Menu Bar
