Default Excel's scroll bar

Here is something that has always bothered me about Excel.

If I open a very big spreadsheet, lets say one with 1000 rows. The
scroll bar works as expected. It is sized to reflect the fact that
there are 1000 rows, and it scrolls such that when it hits the bottom,
I am at the 1000th row.

If I then delete say 900 rows, the scroll bar does not adjust itself.
Now, the scroll moves just a nudge, and I am at the bottom the sheet.
This makes it impossible to click in the "gutter" of the scroll bar.
Surprisingly, this continues even after I close and re-open the sheet,
as though the information about the "size" of the sheet is stored in
the file.

Is there any way to correct that?
