Default Why do I get a different toolbar when I paste special?

Why can't I get the menu that says paste html unicode or bitmap. In excel
2003 it comes up with a different paste special menu. I have only gotten the
html unicode bitmap once and I can't get it to come back. What am I doing
wrong?

If you're copying from a different application--even a second instance of excel,
you'll get that paste special dialog.

If you're copy|pasting within the same instance of excel, you'll get the "nicer"
paste special dialog.
