Default Cutting Rows from one Worksheet to another based on a value

Hi,

I'm quite new to Excel Macro, would anyone know how do i go about creating a
macro that cuts a row from worksheet A and append it to the empty line on
worksheet B based on a cell value (say h4)? And I would like to invoke this
when i change the cell value that i'm evaluating.
