Default speedometer/fuel guage type chart

Don't know if this is the right place for this. I need to design a
semi-circle speedometer/fuel guage type chart. with the 12 o'clock
position being 0, the 9 o'clock position being a -ve number and the 3
o'clock position being a +ve number.

Dependent on the value, the pointer will swing either left or right

Any help would be appreciated.
