Default sharing workbook restrictions

Put the workbook on a shared folder and that's the way excel should treat the
updates.

Although, the subsequent people will have to close and reopen the workbook to
save their changes (after the first person saves and closes the workbook).

How can I set a workbookit so that only the 1st user that opens the file can
make
changes, all other people will get only read only access until that 1st
person is finished.

Thanks
