Default formatting time cell

I have a time sheet that calculates time worked. I have the input cells for
the time in, lunch out, etc. They are all formatted Time - 1:30PM. The
calculations fail if I enter 8:00AM but if I enter 8:00:00AM the calculations
are correct. How do I format the cells so that I don't have to enter the
seconds?
