Default How do you reference another Excel file in a Excel .html file?

I am able to reference other Excel files in a standard Excel file, but when I
publish that webpage to the same location, it does not find the references to
those files. What am I doing wrong?

Excel 2003

Thanks

Once you publish to the web you no longer have an Excel file. You have a
file that is opened by the Office Spreadsheet Component, which is similar to
Excel but has far fewer features. Linking formulas are one of the many
lost.
